EV Scrappage subsidies budget for 2020 exhausted. Increase is in discussion

The budget of the Rabla Plus 2020 Subsidies Program, of 140 million lei (~28 mil eur), was exhausted in just 5 months. The program started this year on March 25 with a bonus of 45,000 lei (9,300 euros) for the purchase of a new electric car, which the buyer can not alienate in the first year.

Individuals have reserved almost double the number of eco-cars purchased through the Environmental Fund Administration compared to last year.

The budget was sufficient for the purchase of approximately 3,000 electrified cars (electric and hybrid plug-ins), number of vehicles purchased through RABLA PLUS in all 4 years since the program existed.

The Rabla Plus 2020 budget will be supplemented with 60 million lei and will be able to allow Romanians to buy another 1,000 electrified cars by the end of the year.


The senators have adopted a bill that provides for an increase in the budgets allocated in 2020 for the Rabla, Rabla Plus and Rabla programs for household appliances.

The initiative provides for a significant increase in the budgets allocated to the national programs destined to stimulate the renewal of the national car park and of the electrical and electronic equipment for domestic use, as well as measures for the orientation of the purchase options towards the national production.

Thus, in order to return the demand and support the domestic production, the budgets allocated for 2020 for the national programs for the replacement of used vehicles and used electrical and electronic equipment, managed by the Environment Fund Administration (AFM) are increased:

  • the budget of the Program for stimulating the renewal of the national car park (Rabla) is doubled up to the amount of 910 million lei;
  • the budget of the National Program for the replacement of used electrical and electronic equipment with more energy-efficient ones (Scrap for household appliances) is increased to 300 million lei;
  • the budget of the Program regarding the reduction of greenhouse gas emissions in transports, by promoting non-polluting and energy efficient road transport vehicles (Rabla Plus), is increased to 200 million lei.

In order to achieve the goal of increasing the budgets of national programs, it is proposed, on the one hand, that scrapping premiums, eco-labels and vouchers for household goods maintain their value at the current level, and on the other hand, granting in addition to existing premiums a premium preferably for those who opt to buy a car from domestic production.

It is also proposed that the budget of the Program on the reduction of greenhouse gas emissions in transport, by promoting clean and energy efficient road transport vehicles, not used at the time of entry into force of the law, including the additional amounts allocated, to be used only to cover the requests of public institutions.

Exceptions to the mentioned provisions are the natural persons, beneficiaries of the Program for stimulating the renewal of the National Car Park, who can still be accepted in the Program for the promotion of clean and energy efficient road transport vehicles, for the acquisition of a electric vehicle.

In order to cover the additional amounts provided by the legislative initiative, the revenues of the environmental fund managed by AFM are supplemented with the amount of 780,000 thousand lei from the State Fund Reserve Fund.
