Rabla Plus 2019 – budget supplemented

Rabla Plus program has been running since 2016 and now in 2019 has reached its 4th edition. The program is starting on 10th of April 2019.

The Rabla Plus program for individuals will add 15 million lei starting Monday, July 15, 2019, being the first time in the program history when the allocated amounts are exhausted.

The budget initially allocated to individuals, amounting to 15 million lei, was fully booked about 3 months after the launch of the program, which demonstrates the growing interest of Romanians towards this type of environmentally friendly vehicles compared to the year 2018, when the same budget of 15 million lei was reserved throughout the year.

In the first 6 month, over 34 000 000 lei were made into incentives for buying new BEV and PHEV.


Rabla Plus 2016
In 2016 the Rabla Plus Program, the program that gives incentives on buying new BEV’s – beneficiaries who purchased an electric or electric hybrid vehicle (plug-in) benefited from two types of eco-ticket from the AFM (Environmental Funding Agency): a) 20,000 Lei for the purchase of a new electric vehicle; b) 5,000 Lei for the purchase of a new hybrid electric vehicle with an external power source (plug-in), which generates a CO2 emission of less than 50 g / km. Accessing the Rabla Plus Program is not conditional upon the scrapping and scrapping of a used vehicle. However, if the beneficiaries canceled and canceled a used vehicle, complying with the conditions of the Classic Rabbis Program and purchased an electric car, they had the possibility to cumulate the scrapping premium (worth 6,500 Lei), with the eco-label, benefiting in the amount of 26.500 Lei for the purchase of a new electric vehicle, and 11.500 Lei, respectively, for the purchase of a new hybrid electric vehicle with external power supply, which generates a quantity of CO2 emissions of less than 50 g / km.

Rabla Plus 2017
In the year 2017, for the Rabla Plus Program, beneficiaries who purchased an electric or electric hybrid vehicle (plug-in) benefited from the AFM two types of eco-tickets: a) 45,000 Lei for the purchase of a new electric vehicle; b) 20,000 Lei for the purchase of a new hybrid electric vehicle with an external power source (plug-in), which generates a CO2 emission of less than 50 g / km. Accessing the Rabla Plus Program is not conditional upon the scrapping and scrapping of a used vehicle. However, if the beneficiaries canceled and canceled a used vehicle, complying with the conditions of the Classic Rabbis Program and purchased an electric car, they had the possibility to cumulate the scrapping premium (worth 6,500 Lei), with the eco-label, benefiting from the amount of 51,500 Lei for the purchase of a new electric vehicle, ie 26,500 Lei for the purchase of a new hybrid electric vehicle with an external power source, generating a CO2 emission of less than 50 g / km.

Rabla Plus 2018
In 2018, for the Rabla Plus Program, beneficiaries who will purchase an electric or electric or hybrid vehicle (plug-in) will benefit from two types of eco-label from AFM: a) 45,000 Lei, but no more than 50% of the price for the purchase of a new pure electric vehicle; b) 20,000 Lei, but no more than 50% of the purchase price, for the purchase of a new hybrid electric vehicle with an external power source (plug-in), which generates a CO2 emissions of less than 50 g / km NEDC. If CO2 emissions under the WLTP standard are entered in the COC (Certificate of Conformity), it is granted for the new hybrid electric vehicle that generates a maximum of 70 g CO_2 / km NEDC in mixed mode. Accessing the Rabla Plus Program is not conditional upon the scrapping and scrapping of a used vehicle. However, if the beneficiaries will radiate and house a used vehicle, complying with the conditions of the Classic Rabla Program and will purchase an electric vehicle within the Rabla Plus Program, they will have the possibility to cumulate the scrapping premium (worth 6,500 Lei) , with the eco-label, and will thus benefit from the AFM from the amount of about 51,500 Lei for the purchase of a new electric vehicle, ie about 26,500 Lei for the purchase of a new hybrid electric vehicle with an external power supply generating a quantity of CO2 emissions of less than 50/70 g / km.

Rabla Plus 2019
The amount allocated for the Classic Rabbis Funding Program in 2019 is 235 million lei, of which 200 million lei for individuals and 35 million lei for legal entities, and within the Rabla Plus Program, the allocated budget is over 75 million lei , out of which over 15 million lei for individuals and 60 million lei for legal entities.

How to buy an electric car through the Rabla Plus program

If you are a physical person, follow the chart below that tells you the steps you should take to purchase a 100% electric vehicle or a hybrid vehicle.

Public authorities and institutions, irrespective of the funding and subordination system, can purchase cars at a price of up to € 35,000 (VAT included), provided the cars are purchased through Rabla Plus. Therefore, legal entities must follow the steps in the scheme below to take new cars.

In addition, if the purchase of the new electric motor vehicle is not based on the sole fault of the validated auto-dealer, the dealer has the obligation to offer the registered applicant within 90 days from the expiry date of the registration note (and not from the date of cessation the grant agreement, as at present), the possibility of purchasing a new vehicle, whose sales price will be lowered to the amount of eco-ticket and supported by the dealer.
