10 000 eur incentives for buying a new EV

Environment Fund Administration - AFM is working on new financing guide for electric charging stations of 2017.

Support Program for the installation of charging stations for electric cars received five budgets projects, from June 2016 until now. It is true that in the same time period was two environment ministers and two presidents of the Environment Fund Administration (AFM), an institution which is seeking still a boss.

Beneficiaries interests in the program was rather small, and some of the reasons given related to the lack of clarity of the Financing Guidelines and overly restrictive conditions included in the Guide. The document is in the process of review and AFM experts wisely, must balance, not only speed - to start the program as soon as possible, but with caution not to allocate subsidies to the unfortunate but sometimes divergent interests of market players.

In a meeting designed to help improve financing guide, General Director of Projects (AFM) Andrei Iorgulescu referred first to the changes introduced in the support program for the purchase of electric cars: increase the bonus to $ 10,000 and transformation of scrappage program Rabla Plus to a multiannual program.

The support program for infrastructure supply electric cars has the ambition to help install 600 stations available to the public by 2020. So far, after the first call launched by AFM, between September 15 and November 15, 2016 gathered only 49 projects coming from 39 companies and new administrative units. They were requested funding for 150 filling stations and 109 high power normal power stations, which would be installed in 23 counties. As expected, the strongest demand came from Bucharest, 12 claims and 98 stations. "The figures show that operators will install predominantly high power stations, while territorial administrative units are more interested in power stations normal" observed Andrei Iorgulescu.

Restrictive Provisions

Most of those present at the debate initiated by the Environment Fund Administration stressed that it is essential that change financing guide occur too quickly, to complete analysis of the first wave of applications and new applications can be submitted.

The program appears designed for individual operators, not for network operators noticed Renovatio representatives, who insisted on some provisions which have discouraged to apply for funding in round held late last year:

  • upper limit of support (200,000 euros) allows installation of up to 10 stations, which seems insufficient for companies that have to build extensive networks at regional extense
  • restriction on the location of stations only in cities with over 50,000 inhabitants is excessive and unsuited to the realities on the ground; There are many county town not 50,000 people, there are many small towns (eg Voluntari) that have developed large areas of offices and tourist resorts, some industrial parks and some commercial areas near large cities do not respond this criterion
  • provided that the company installing the charging station has its registered office in a town with 50,000 inhabitants is an unnecessary claim
  • the requirement that the building where you install the charging station is "unoccupied" is challenging, given that most of the recent real estate developments are made using bank loans

  • to assemble, profit and VAT on it are not eligible under the current form of the Guide. Andrei Iorgulescu promised that this limitation will be removed.

In turn, Sorin Morariu (Electrica) referred to difficulties installing electric power stations on the highway, on land belonging to local councils or related to road administration, less informed and less interested partners to get involved in such projects.
AVER representatives have proposed that financing guide to come up with clearer distinction on the types of stations that can be installed. "Finance only intelligent equipment, not basic stations" would be the key message and AFM officials have said they expected proposals for minimum requirements to be met by the charging stations to be admitted to the program. Andrei Iorgulescu rejected the idea of introducing restrictions for equipment produced in the EU, arguing that once they are imported, traded and installed in the common market, such equipment must meet the standards and obligations in Europe.

Connecting to the network

Point the most painful being with mandatory emerged as de minimis aid recipient to submit a "certificate issued by the operator connecting the power distribution network", in order to claim reimbursement. Again, Renovatio representatives referred to the most common situations in which the power station is installed in an office building or a shopping mall. The company that makes the installation does not have a direct relationship with the operator of the electricity distribution and does not need the consent for placing station. If there is a branch allows sufficient power reserve, a certificate connection is no longer required, considers Alexandru Teodorescu, CEO Renovatio "The end user can not take to balance the network."

In turn, Sorin Morariu said that high-powered charging stations inserte in the network high harmonic distress leading to technical difficulties that should be covered. "Many of those who applied to the program will have problems with opinions from electricity distributors," said Morariu.

A possible solution raised as the operator who installed power station Electricity to provide for settlement costs, correspondence with the distribution operator to clarify that on that site there is backup power available and no need for a new racodare technical opinion.

Călin Vilt, Adviser to the WEC, proposed that the charging stations for electric cars to be included in the urban plans of major municipalities, an approach that could be avoided numerous technical problems that can be currently expected. In turn, representatives of e-mobility underlined the need for a technical guide to install power stations, approved at the intergovernmental level. They admitted, however, with all those present at the debate, it is an objective for the distant future.

For now, the urgency is rapidly cleared from the principal obstacles Funding Guide and start as soon as the projects to be supported by AFM. Andrei Iorgulescu anticipated that in the coming days Guidelines change could take effect. Would need up to one month for Assessment of applications already submitted, following a new call for proposals to be launched towards mid somewhere.
